How do I go about getting an account for the freedesktop.org server that hosts create.freedesktop.org

Email the mailing list requesting this and then one of the developers will file this as a request and get it sorted.

Is there CVS or SVN setup for the project?

Currently, there is not a need for this, however, SVN is setup behind the scenes in order to deal with future shared projects and resources. Right now it is a little bit too much infrastructure for this project.
