duplicate effort
PDF has most or all of this (plus a bit more), and is an ISO standard. MXMLG probably also covers all of this, and is controlled by Adobe, but a publiclly documented format. I think the US government also has an XML image format, but nobody uses it.
Unit specifications
What are the units for effects? Pixels, inches, cm, miles? Shouldn't they be specified?
Interoparbility
How are you going to get interoperability without specifying the blending and effects math? Or is random results from application to application really acceptable?
Generality for raster images
Are you only supporting the few raster formats that PNG supports? Or going for something more general (like TIFF, that basically supports everything)?
Dont use UTF-16
... unless you dont mind the endianness issues.
How are you going to deal with international text?
